(a) Council hereby declares that it has, as authorized by the Vehicle Code, caused, and may in the future cause, official signs to be erected on and along certain public roads and highways of the City regulating the use of said roads and the berms by certain types of vehicles.
(b) From and after the effective date of this section, no person shall operate certain types of vehicles, as heretofore defined, on such roads or streets in any manner contrary to the regulations so established, except as hereinafter provided.
