440.01 HUMAN-POWERED VEHICLES.
   (a)   Definitions. Unless the context otherwise requires, the following words or phrases shall be construed according to the definitions set forth below:
      (1)   "Pedal cycle" means a vehicle propelled solely by human-powered pedals.
      (2)   "Traffic way" means the entire width between property lines, or other boundary lines, of every way or place, any part of which are open to the public for purposes of vehicular travel as a matter of right or custom.
   (b)   Violations.
      (1)   No person shall ride upon or utilize in any manner upon the streets or sidewalks in the City any skateboard, roller skates, scooter or any other human-powered device, other than a pedal cycle.
      (2)   Any person riding upon or utilizing any skateboard, roller skates, scooter or any other human-powered device, other than a pedal cycle, in an alley, playground or any other place open to pedestrian traffic not prohibited by this section, shall yield right of way to any pedestrian and shall utilize such device with all due regard to the safety of pedestrians and property.
   (3)   No person shall erect or place any type of ramp, designed for use with skateboards, roller skates, scooters, pedal cycles or any other human-powered vehicles, onto the streets, alleys, sidewalks and traffic ways in the City.
      (4)   Repeated violations of this section, or refusal to comply, shall be cause for seizure of the device or devices being used in violation of this section.
      (5)   No person shall ride upon or utilize in any manner upon playgrounds in the City any skateboard, roller skates, roller blades, scooter, pedal cycle or any other human powered device unless so designated.
   (c)   Enforcement. It shall be the duty of the Johnstown Police Department to enforce the provisions of this section.
