420.08 RESERVATION OF POWER TO CITY MANAGER.

Notwithstanding the provisions of this chapter, the City Manager may override any decision of the Director of Public Works and may assume any of the powers delegated to such Director with respect to any particular regulation or the application thereof to any particular person, time, place or thing.
