The City shall pay into the Firemen's Pension Fund, annually, such a sum of money as Council may, at its discretion, deem sufficient. However, such sum shall not exceed in any one year an amount in excess of one percent of all City taxes collected by the City, other than taxes levied to pay interest on or extinguish the debt of the City or a part thereof.
