The regulations of the Board of Managers shall prescribe a minimum period of continuous service of twenty-five years and a minimum age of fifty-five years after which members of the Department of Fire may be retired from active duty. Such members as are retired shall be subject to service, from time to time, as a firemen's reserve until unfit for such service, when they may be finally discharged by reason of age or disability. The age of sixty-five years is hereby established as the age at which retirement from duty is mandatory for all members of the Department.
