278.03 COMPOSITION; TERMS OF OFFICE; OFFICERS.
   The Vacant Property Review Committee shall be made up of:
   (a)   That member of Council who is then serving as Chairperson of Council's Committee on Community Development and Planning, who shall act as Chairperson of the Vacant Property Review Committee and who shall serve upon the Vacant Property Review Committee and as Chairperson thereof only so long as he or she continues as Chairperson of the Committee on Community Development and Planning;
   (b)   That member of the Board of Directors of the Redevelopment Authority of the City who shall be appointed by the majority vote of the Council, which appointment shall be made within thirty days of the enactment of this chapter (Ordinance 4127, passed December 27, 1978), and appointed by a majority of Council within thirty days of any vacancy in this position on the Vacant Property Review Committee that occurs hereafter. Such member shall serve for a term of three years, but with the first term hereunder ending on December 31, 1979. However, if a vacancy occurs for any reason other than the completion of the term of the former member of the Committee, the new member of the Committee who is appointed to replace the former member of the Committee shall serve only to the end of the term of the former member of the Committee who he or she is replacing and shall serve upon the Committee only so long as he or she continues as a member of the Board of Directors of the Redevelopment Authority. Further, such member shall act as Vice-Chairperson of the Committee while a member of the Committee.
   (c)   That member of the Board of Directors of the Housing Authority of the City who shall be appointed by the majority vote of the Council, which appointment shall be made within thirty days of the enactment of this chapter (Ordinance 4127, passed December 27, 1978), and appointed by a majority of Council within thirty days of any vacancy in this position on the Committee that occurs hereafter. Such member shall serve for a term of three years, but with the first term hereunder ending on December 31, 1980. However, if a vacancy occurs for any reason other than the completion of the term of the former member of the Committee, the new member of the Committee who is appointed to replace the former member of the Committee shall serve only to the end of the term of the former member of the Committee who he or she is replacing and shall serve upon the Committee only so long as he or she continues as a member of the Board of Directors of the Housing Authority.
   (d)   That member of the Planning Commission of the City who shall be appointed by the majority vote fo the Council, which appointment shall be made within thirty days of the enactment of this chapter (Ordinance 4127, passed December 27, 1978), and appointed by a majority of Council within thirty days of any vacancy in this position on the Committee that occurs hereafter. Such member shall serve for a term of three years, but with the first term hereunder ending on December 31, 1980. However, if a vacancy occurs for any reason other than the completion of the term of the former member of the Committee, the new member of the Committee who is appointed to replace the former member of the Committee shall serve only to the end of the term of the former member of the Committee who he or she is replacing and shall serve upon the Committee only so long as he or she continues as a member of the Planning Commission. Further, such member shall act as Assistant Secretary of the Committee while a member of the Committee.
   (e)   That member of the executive branch of the City who shall be appointed by the majority vote of the Council, which appointment shall be made within thirty days of the enactment of this chapter (Ordinance 4127, passed December 27, 1978), and appointed by a majority of Council within thirty days of any vacancy in this position on the Committee that occurs hereafter. Such member shall serve for a term of three years, but with the first term hereunder ending on December 31, 1981. However, if a vacancy occurs for any reason other than the completion of the term of the former member of the Committee, the new member of the Committee who is appointed to replace the former member of the Committee shall serve only to the end of the term of the former member of the Committee who he or she is replacing and shall serve upon the Committee only so long as he or she continues as a member of the executive branch of the City. Further, such member shall act as Secretary of the Committee while a member of the Committee.
