270.03 MEMBERSHIP; TERMS; VACANCIES; OATH OF OFFICE.
   The Civil Service Board shall consist of three members who shall be qualified electors of the City and shall be appointed by the City Council initially to serve for terms of one, two and three years. As such terms thereafter expire, members shall be appointed for terms of three years.
   Any vacancy occurring on the Board for any reason whatsoever shall be filled by the City Council for the unexpired term within thirty days after such vacancy occurs.
   Each member of the Board, before assuming the duties of his or her office, shall take an oath or affirmation to support the Constitution of the United States and of the Commonwealth of Pennsylvania and to perform his or her official duties with fidelity.
   No Board member shall receive compensation, nor shall any Board member, at the same time, hold any elective or any other appointed office under the governments of the United States, the Commonwealth of Pennsylvania or any political subdivision of the Commonwealth.
