270.02 PURPOSES, POWERS AND RESPONSIBILITIES.
   The purposes, powers and responsibilities of the Civil Service Board are as follows:
   (a)   To administer, or to designate a recognized examining agency to administer, entrance and promotion examinations to all applicants for any police officer or firefighter position, except Chief of Police, Police Captain, Fire Chief or Deputy Fire Chief.
   (b)   To prepare an eligibility list of those persons who have passed all examinations for a particular position covered by this chapter and who are qualified for appointment.
   (c)   To enforce the rules and regulations pertaining to the examination for appointment to any police officer or firefighter position, except Chief of Police, Police Captain, Fire Chief or Deputy Fire Chief.
   (d)   To hear appeals pertaining to suspensions, dismissals or reductions in rank of any police officer or firefighter, except Chief of Police, Police Captain, Fire Chief or Deputy Fire Chief.
   (e)   To conduct all hearings requested by any police officer or firefighter, except Chief of Police, Police Captain, Fire Chief or Deputy Fire Chief, who has been suspended, dismissed or reduced in rank.
   (f)   To issue decisions pertaining to all hearings requested by any police officer or firefighter, except Chief of Police, Police Captain, Fire Chief or Deputy Fire Chief, who has been suspended, dismissed or reduced in rank.
   (g)   To establish and amend as necessary the rules and regulations for the organization and operation of the Board. Such rules and regulations shall be consistent with the Home Rule Charter, this Administration Code and the statutes of the Commonwealth of Pennsylvania. Such rules and regulations shall be approved by the City Council.
