248.04 EXPENDITURES; CONTRACTS; APPROVAL OF COUNCIL REQUIRED.

No person shall have the right to expend the funds of the City in carrying out any emergency management activity authorized by this chapter without the prior approval of Council, nor shall any person have the right to bind the City by contract, agreement or otherwise without prior or specific approval of Council.
