There is hereby established in and for the City the Johnstown Emergency Management Agency, which shall consist of the following:
(a) The City Manager, who shall serve as Chairperson of the Agency and the Principal Municipal Administrator of the Emergency Management Agency Program; and
(b) A Director of Emergency Management for the Program, to be appointed by the City Manager and confirmed by the Governor of the Commonwealth.
