The Department of Codes & Permits shall be headed by a Director who shall be responsible to the City Manager for the performance and functions of the department. The duties and responsibilities of the Director shall include but not be limited to the following:
(a) Oversee the maintenance code enforcement programs, whether done with City employees or under contract;
(b) Oversee building code enforcement with City employees or outside contracted agencies;
(c) Oversee zoning ordinance enforcement;
(d) Oversee health enforcement;
(e) Oversee permitting process and compliance;
(f) Oversee plumbing inspections;
(g) Oversee vacant property registration and compliance issues; and
(h) Work with the Department of Community and Economic Development in comprehensive planning.
