246.04 DIRECTOR.
   The Department of Community and Economic Development shall be headed by a Director who shall be responsible to the City Manager for the performance of the functions of the department. The duties and responsibilities of the Director shall include, but not be limited to, the following:
   (a)   Prepare, review and maintain plans for housing, economic development and human services, including health care, employment and other social services, and coordinate such plans with the plans for the physical and economic development of the City.
   (b)   Prepare, review and maintain the Comprehensive Plan of the City, including data collection, mapping and analyses.
   (c)   Serve as secretary to the Planning Commission.
   (d)   Administer the Community Development Block Grant and similar programs of the U.S. Department of Housing and Urban Development and the Pennsylvania Department of Community Affairs.
   (e)   Administer the Enterprise Zone Program and similar programs of the Pennsylvania Department of Community Affairs.
   (f)   Assist the City Manager in the preparation of inter-governmental grant and loan applications.
