(a) If the services of the Police Department or any member thereof are requested by a private business, individual or organization for traffic or crowd control, which services would involve duties beyond the regularly scheduled working period, such employment shall be permitted.
(b) The business, individual or organization shall enter into a police service agreement with the City for the providing of such services.
(c) At all times police officers shall remain employees of the City.
(d) The police service agreement shall provide for the signature of the requesting individual, business or organization and shall provide for the payment of an hourly fee for the officer used and the police cruiser.
(e) The compensation shall be paid to the City at an overtime rate as determined by the current contract existing between the City and the Fraternal Order of Police Flood City Lodge 86.
(f) A police service agreement shall be prepared and executed by all parties. The agreement which follows the text of this section shall be used for all Police Service Agreements.
