(a) No contract shall be entered into for providing police protection outside the corporate limits of the City unless Council approves the terms of any such proposed agreement.
(b) It shall be clearly demonstrated, in writing, that the entire cost of providing police service outside the corporate limits will be borne by those receiving such police protection.
