Each owner or manager of a residential or commercial rental unit or property, or units or properties, who fails to submit a list or lists as required in Section 236.10 shall, upon conviction in a summary proceeding, be liable for a fine of not more than two hundred dollars ($200.00) for each offense. A separate offense shall be deemed committed each day during or on which such violation or noncompliance occurs or continues. It is the intent of this section that a failure to file a list or lists as required in Section 236.10 on the due date be a continuing violation that shall not be forgiven when such list or lists are ultimately filed.
