The unexpended balances remaining in the Treasury of the City at the end of any fiscal year and not required for the payment of any existing indebtedness, for the purpose of which an appropriation was made, shall be turned into the General Fund on the first day of the next fiscal year and shall be liable to be drawn upon by future appropriations. Such accounts shall be closed by a proper entry showing that the unexpended balances were transferred to the General Fund.
