236.10 REGISTRATION OF RESIDENTIAL OR COMMERCIAL RENTAL UNITS OR PROPERTIES; FURNISHING NAMES OF TENANTS.
   (a)   Effective December 1, 1997, every owner of a residential or commercial rental unit or property, or units or properties, shall register such rental property with the Finance Department on or before January 1, 1998, utilizing such form as provided by the City, and thereafter file a letter of notification within thirty calendar days reporting any changes occurring in such ownership.
   (b)   Every owner of a residential or commercial rental unit or property, or units or properties, shall file a list of all tenants and their addresses with the Finance Department on or before January 1, 1998, utilizing such form as provided by the City, and thereafter file a letter of notification within thirty calendar days of any changes occurring in such occupancy. Such letter of notification shall identify the tenants, by name and address, who are moving out, show the new address, if known, and include all new tenants by name and address. Properties or units which become vacant shall be identified as available for rental but currently vacant.
