(a) The City budget shall be prepared by the City Manager with the assistance of the Finance Director. The annual budget shall be submitted on or before November 1 of each year, in ordinance form, and shall, in addition, have appended thereto a detailed analysis of all budget line item accounts of expenditures and revenues. The detailed analysis shall include, for the salary/wage accounts, the titles of positions, the number of positions for the particular title and the annual salary/hourly rate for the ensuing year. The detailed information shall be submitted on the "Detailed Budget Request" form that was made a part of original Ordinance 4430, passed May 13, 1987.
