The Department of Finance shall be headed by a Director of Finance who shall be responsible to the City Manager for the performance of the function of the Department. The duties and responsibilities of the Director shall include, but not be limited to, the following:
(a) Collect and receive all taxes and other revenues due or receivable by the City or authorize other City units to do so under prescribed procedures.
(1) The City's Director of Finance upon appointment and following the execution of any employment agreement shall be required to be bonded in accordance with the Home Rule Charter and all other applicable law in an amount equal to five hundred thousand dollars ($500,000). The cost of said bonding shall be included within the annual City of Johnstown Operating Budget.
(2) The failure of any appointed Director of Finance to obtain the required bonding, and to maintain such bonding during the term of his/her employment agreement, shall constitute cause for, and may result in, dismissal from employment.
(b) Develop and maintain all tax rolls which are not prepared by other political subdivisions of the Commonwealth.
(c) Administer a system for the collection of Municipal tax claims and liens in accordance with law.
(d) Maintain a uniform accounting system in accordance with generally accepted principles of governmental accounting.
(e) Perform an audit, in accordance with generally accepted principles of governmental auditing, of fiscal transactions of all City units.
(f) Disburse all payments for authorized expenditures.
(g) Deposit moneys in depositories as authorized by ordinance.
(h) Provide for the prudent investment of moneys.
(i) Supervise the lease, rental, sale or other use of property not used by other Municipal units.
(j) Advise on issuing market municipal bonds, tax anticipation notes and other debt instruments.
(k) Advise on the refinancing of debt.
(l) Prepare, at least monthly, financial reports for all City fiscal activity.
(m) Assist the preparation of the annual budget and capital program.
(n) Recommend budgetary transfers.
(o) Advise the City Manager and, through the City Manager, the City Council, on all aspects of City finance, which shall include, but not be limited to, revenue enhancement ideas, pension administration, debt, wage and fringe benefit matters, fiscal impact of alternative policies, emerging deficits and other matters.
(p) Manage the central data processing system.
