224.08 DUTIES GENERALLY.
   The duties of the City Solicitor shall be to:
   (a)   Serve as chief attorney for the City.
   (b)   Prepare and revise ordinances and resolutions as required by the City Manager, the Council or any committee thereof.
   (c)   Provide legal advice on any legal matter or question submitted by the City Manager or the Council.
   (d)   When a formal legal opinion is requested by Council or the City Manager, the same shall be in writing, citing legal precedent, if available.
   (e)   Attend Council meetings.
   (f)   Litigate all legal actions and claims brought by or against the City, except in those cases in which an insurance company provides counsel, or other legal counsel is retained.
   (g)   Approve for legality all contracts, agreements, fidelity bonds or other legal documents to be executed by authorized City officers.
   (h)   Advise the City Council and City Manager on the need for specialized counsel in legal matters involving the City.
