224.05 SCOPE OF SERVICE AGREEMENTS; FRINGE BENEFITS.

The City shall develop a scope of service agreements for legal services. Unless the City Solicitor becomes a full-time, salaried position, the City Solicitor shall not receive fringe benefits or a pension from the City.
