224.03 LEGAL OPINIONS.
   (a)   The City Solicitor shall furnish a legal opinion, in writing or orally, as requested by Council, the City Manager or the City Clerk, upon any question of law which may be requested by any of them in their official capacities.
   (b)   Whenever the head of a bureau or subdepartment desires an opinion from the City Solicitor, on a matter affecting his or her bureau or subdepartment, he or she shall make a request therefor from his or her department head to the City Manager. The City Manager shall then request the opinion from the City Solicitor. The City Manager may then forward the same, or a copy thereof, to the head of the bureau or subdepartment originally requesting such opinion.
