(a) The Council shall provide for an independent audit as provided for in the Charter. The Council may designate an accountant or firm of accountants to provide such service. Council may make such appointment annually or for an extended term not to exceed three years. Nothing contained herein shall restrict Council from re-appointing the same accountant or firm of accountants to a successive term or terms. Designation of such accountant or firm of accountants for any particular fiscal year shall be made no later than thirty days after the beginning of such fiscal year. Such audit shall be completed no later than six months after the end of the fiscal year.
(b) The Council shall, within thirty days after completion and acceptance of the audit, publish a statement setting forth the City's financial condition and the date the independent auditor's report was filed with the Council.
