210.19 LIMITATIONS ON POWER OF COUNCIL AND INDIVIDUAL COUNCILMEMBERS.
   Council shall, in the conduct of its powers, be subject to the following limitations:
   (a)   Individual Councilmembers shall not exercise any power of Council unless such authority shall be specifically delegated by Council or by the Home Rule Charter.
   (b)   No Councilmember shall hold any other City office or City employment during his or her term of office.
   (c)   Neither Council nor any of its members shall in any manner dictate activities or the appointment or removal of any City officer or employee who is supervised by the City Manager, but Council or any of its members may express its views and discuss with the City Manager anything pertaining to the activities or appointment or removal of any subordinates.
   (d)   Except for the purpose of inquiry, Council and its members individually shall deal with the day-to-day administration of the City solely through the City Manager and shall not give orders to any subordinate of the City Manager, whether directly or indirectly, and whether publicly or privately.
   (e)   In the event an individual member of Council has requested access to, inspection of, and/or copies of City information and/or records and has not received a response, the Council member shall make any/all such further requests in accordance with the requirements of Pennsylvania's Right to Know Law, 65 P.S. §§67.101 et seq. on a City Right to Know form.
