210.18 DUTIES GENERALLY.
   (a)   Council shall appoint a City Manager.
   (b)   Council shall appoint a City Solicitor, who shall be an attorney at law or a firm of attorneys, and may appoint other special legal counsel as needed, who shall serve at the pleasure of the Council.
   (c)   Council may appoint a City Clerk. The City Clerk shall be appointed by a majority of the members of Council and shall serve at the pleasure of the Council.
   (d)   Council shall adopt an ordinance to provide for the purchasing of products, goods and services, the making of contracts and the sale or lease of personal or real property of the City. Such procedures shall provide for negotiated contracts, competitive bidding, detailed bidding procedures, assurance of controls on aggregate spending and safeguards against special interests.
