1306. Transition Committee.
   (a)   In order to promote an orderly transition to the new form of government provided by this Charter, and to ensure that all necessary action is taken to assure this Charter is fully operational on its effective date, the Council shall, within five (5) days after adoption of this Charter, appoint a Transition Committee comprised of such members of the Council, the Government Study Commission, administrative staff of the City, representatives of civic groups, and such other citizens as the Council shall select, to draft the Administrative Code of the City and the rules and regulations, ordinances and resolutions necessary for the effective implementation of this Charter and the proper continuation of the governmental affairs of the City.
   (b)   Not less than fifteen (15) days prior to the effective date of this Charter, the Councilmembers shall meet with the Transition Committee to discuss, review, and prepare drafts of the necessary ordinances and other actions appropriate to implement this Charter.
