(a) Except as specifically provided by this Charter, at the time this Charter takes effect, all Municipal administrative officers or employees holding any office or position prior to January 1, 1994, which is or can be abolished by or under this Charter, shall continue in such office or position until the abolition of such office or position takes effect.
(b) Any appointed officer or employee holding a City position on January 1, 1994, shall be subject to the personnel system provided for in Article IX upon its adoption by City Council.
