If the Council fails to take action sought by the petition within sixty (60) days after the petition has been judged sufficient, it shall within five (5) days submit a petition containing the ordinance involved and copies of all documentation to the county election office for referendum action by the voters of Johnstown at the next Municipal primary or general election to occur no less than ninety (90) days from the filing of the petition with the election office.
