If a corrected petition is certified insufficient and the petitioner does not file an amendment, or if the amended petition is judged insufficient, the Petitions' Committee may, within two (2) days after receiving the certificate, file a request with the Council for review. The Council shall review the certificate at its next meeting or within thirty (30) days, whichever comes first, and rule on the sufficiency. Council ruling will then constitute the final deter mination as to the sufficiency of the petition pending court review.
