1201. General.
   The qualified voters of the City may propose ordinances for consideration by the City Council or to request reconsideration by the Council of any adopted ordinance. If a proposed ordinance is not adopted, the voters may by initiative propose such an ordinance for enactment or repeal in a referendum by the voters at the next timely Municipal primary or Municipal general election. No proposed initiative ordinance shall contain more than one subject, and the subject must be clearly expressed in the title.
