The Council shall organize on the first Monday of January of each even-numbered year. If the first Monday is a legal holiday, the meeting and organization shall take place the first day following. The Council may transact any further business it deems necessary or appropriate at the organizational meeting.
At the organizational meeting, the Council shall elect, from among its members, a Deputy Mayor. The Deputy Mayor shall exercise the powers and duties of the Mayor during the absence or disability of the Mayor. Should the Deputy Mayor permanently assume the office of Mayor, the office of the Councilmember who had been Deputy Mayor shall become vacant and shall be filled pursuant to Section 205 of this Charter, and a new Deputy Mayor shall be designated thereafter.
