201. Council and Mayor.

The Municipality shall be governed by a seven-member Council, elected at large to staggered four-year terms, one of whom shall be the Mayor. The Mayor shall be independently elected at large and shall be Chairperson of the Council and ceremonial representative for the Municipality.
