106. Definitions.
   The following words, when used in this Charter, shall have the following meaning:
   (a)   "Charter" shall mean the Home Rule Charter adopted by the voters of the Home Rule Municipality of the City of Johnstown.
   (b)   "Municipality" shall mean the Home Rule Municipality of the City of Johnstown.
   (c)   "Council" shall mean the governing body of the Municipality.
   (d)   "Elector" shall mean any person within the Municipality who has legally registered to vote.
   (e)   "Voter" shall mean any person who votes.
   (f)   "City Manager" shall mean the chief executive officer of the City.
   (g)   "City Solicitor" shall mean the legal advisor and chief lawyer for the City.
   (h)   "Initiative" shall mean the filing with the applicable officials of a petition containing a proposal for referendum signed by electors comprising five percent (5%) of the number of electors voting for the office of Governor in the last gubernatorial general election in the Municipality.
   (i)   "Referendum" shall mean the approval or rejection of a question placed on the ballot, by initiative or otherwise, by a majority vote of the electors voting thereon.
