505.08 NUISANCE CONDITIONS PROHIBITED.
   (a)   No person shall keep or harbor any animal or fowl in the Municipality so as to create noxious, or offensive odors or unsanitary conditions which are a menace to the health, comfort or safety of the public.
   (b)   No owner or person in control of any dog, other pet or domesticated animal shall allow or permit it to defecate upon or to otherwise soil, defile or commit any nuisance upon any private property other than the property of the owner unless with the consent of the owner of the private property.
   (c)   No owner or person in control of any dog, other pet or domesticated animal shall allow or permit it to defecate upon or otherwise soil, defile or commit any nuisance upon any public property. When the dog, other pet or domesticated animal shall have defecated upon public property, it shall not be considered a violation of this provision if, and only if, the person owning or controlling the animal shall immediately remove and dispose of all feces thus deposited in a sanitary manner.
   (d)   This provision shall not apply to dogs, other pets or domesticated animals involved or assisting in any law enforcement functions.
   (e)   Whoever violates this section is guilty of a minor misdemeanor.
