(a) Pursuant to the authority of Section 4504.172 of the Revised Code, there is hereby levied an annual license tax upon the operation of motor vehicles on the public roads or highways of the Village.
(b) The tax levied pursuant to this section shall be at the rate of five dollars ($5.00) per motor vehicle on all motor vehicles the district of registration which, as defined in Section 4503.10 of the Revised Code, is in the Village of Johnstown, Ohio.
(c) The tax levied pursuant to this section shall be in addition to any taxes levied pursuant to Sections 4504.06, 4504.17 and 4504.171, or received pursuant to Section 4504.04 of the Revised Code.
(d) The tax levied pursuant to this section shall be for the purposes listed in Section 4504.172 of the Revised Code.
