(a) Regular Members. The Commission shall be comprised of representatives and/or persons from the following groups:
(1) One representative from Council.
(2) One representative from the Planning and Zoning Commission.
(3) One designee from the School Board.
(4) Two representatives from the local business community to be appointed by Council.
(5) The Clerk-Treasurer.
(6) Three representatives from the private community of residents to be appointed by Council.
(7) Fire Chief.
(8) A designee from the County Commissioners.
(9) A designee from the Board of Township Trustees of Monroe Township.
(10) Mayor.
(11) President of the Johnstown Area Chamber of Commerce.
(12) A representative elected by the ex officio members.
(b) Ex Officio Members. Owners or operators of any business operating within the downtown commercial zoning district as designated on the official Zoning Map of the Village. Only one person from each business shall be entitled to become an ex officio member. These ex officio members shall be entitled to attend all meetings of the Community Development Commission and shall be entitled to form a subcommittee devoted to issues relevant to downtown businesses. Ex officio members shall have no vote.
(c) Termination. In the event that any regular member fails to attend three consecutive regular meetings, without providing prior notice of such absences, the Commission may recommend to Council that such member be removed from the Commission and a new member appointed. There shall be no attendance requirements for ex officio members.
