The membership of the Records Commission shall be composed as follows:
(a) Manager or his designee, who shall serve as chairman;
(b) Director of Law of the Municipality;
(c) Clerk/Treasurer;
(d) A resident and citizen of Johnstown as appointed by the Council;
(e) A Secretary, who shall not be a member of the Commission, but who shall be appointed by the Commission itself, or a majority thereof.
