(a) The Manager shall appoint such number of auxiliary police officers as he may deem necessary for the proper and efficient administration of the Village.
(b) All auxiliary police officers appointed by the Manager shall have previously been awarded a certificate by the executive director of the Ohio Peace Officer Training Council, attesting to his satisfactory completion of one approved municipal police basic training program, or within the time prescribed by regulations promulgated by the attorney general pursuant to Ohio R. C. 109.74, satisfactorily completes a municipal peace officer basic training program and is awarded a certificate by such director attesting thereto.
(c) Auxiliary police officers shall not be entitled to compensation from the Village for duty performed for the Village. Unless otherwise directed by the Manager, such auxiliary police officers may work alone.
(d) Each auxiliary police officer appointed, if on a part-time basis, shall perform four hours of duty per week for the Village without compensation. All duty performed for the Village in excess of four hours per week shall be compensated at an hourly rate as Council may provide by ordinance, provided, however, that any auxiliary police officer shall not be entitled to compensation from the Village as long as the entire compensation of such auxiliary police officer for the duties he performs is being paid by or under any Federal agency or program, or other source.
