351.16 PARKING ON PRIVATE PROPERTY.
   (a)   No person shall park any vehicle on private property within the Village without the consent of the owner or person having charge of the management or control of such property.
   (b)   The owner or person having charge of the management or control of any private property in the Village may file with the Clerk and the Chief of Police an affidavit setting forth the persons who are authorized to park on such private property, a description of such property, a description of the vehicle, name of the owner or driver, and vehicle license number, if any. It shall be prima-facie lawful for any person whose name is set forth in such affidavit to park the vehicle described in such affidavit on the property described in such affidavit.
   (c)   This section shall not apply until the owner or person having management or control of the private property has posted on such property, in a conspicuous manner, a notice of the prohibition against unauthorized parking.
   (d)   Whoever violates this section shall be guilty of a minor misdemeanor and fined not more than one hundred dollars ($100.00). The owner of any vehicle parked in violation of this section shall be prima-facie responsible for such violation.
