A building permit shall not be issued, when in the judgment of the Village Zoning Inspector, the services of the Village Engineer may be required, except, an applicant for a building permit, shall deposit with the Manager, in addition to the permit fee, a sum that is sufficient, in the judgment of the Village Engineer, to cover the costs of such engineering service.
