This Charter, shall be submitted to the electors of the Village of Johnstown at the election to be held on November 4, 1997. If approved by the majority of electors, the Charter shall take effect from the date the final result of the election is certified by the election authorities for the purpose of designating, nominating and electing officers of the Village and conducting municipal elections. For all other purposes, this Charter shall take effect July 1, 1998.
