No later than January 1, 2008, and every ten years thereafter, Council shall appoint, by an affirmative vote of at least four members, a Charter Review Commission consisting of five electors of the Municipality. One of the members of the Commission may be a Council member. Municipal employees may not serve as members of the Charter Review Commission. The Charter Review Commission shall review and recommend to Council not less than ninety days prior to the next regular municipal election, any alterations, revisions and amendments to this Charter as in its judgment seem advisable. Council shall submit to the electors any such proposed alterations, revisions or amendments to the Charter to the electors of the Municipality in the manner provided by the Constitution of the State of Ohio. The terms of the members of the Commission shall terminate at the end of the period designated at the time of their appointment, or any extension thereof, by Council.
