The Director of Finance shall be the chief financial officer of the Municipality; shall exercise the powers, duties and functions as required by the laws of the State of Ohio, this Charter, legislation of the Municipality, Council and the Manager; and shall provide full and complete information concerning the financial affairs and financial status of the Municipality as requested by the Manager or Council.
On and after April 1, 2000 or at an earlier date, if the office of Clerk-Treasurer carried over under this Charter from the general statutory plan of government becomes vacant, the Department of Finance shall be created.
