   6.01 CREATION AND ALTERATION.
   (a)    CREATION.
   The Municipality shall have a Department of Law, a Department of Finance and such other departments as Council may create.
 
   (b)    ALTERATION.
   Except for the Department of Law and the Department of Finance, Council may abolish, combine, merge, change or alter any department of the Municipality.
