(a) The Commission shall consist of five members all of whom shall be residents of the Village.
(b) All members of the Commission shall be appointed by Council.
(c) The Chairman shall preside over all meetings of the Commission and act as parliamentarian. The Vice Chairman shall assume the duties of the Chairman in his or her absence.
(d) The Mayor may, subject to the approval of Council, appoint such ex officio members of the Commission as he deems appropriate or as requested by the Commission. Ex officio members need not be residents of the Village and shall have no official vote in the decisions of the Commission.
(e) Appointments to the Commission shall be for three year terms, provided that the term of two of the members appointed to the first Commission shall be for one year and two of the members appointed to the first Commission shall be for two years. In the event that a vacancy shall occur during the term of any member, his or her successor shall be appointed for the unexpired portion of said term.
