The Manager shall have charge, custody and control of all trees, shrubs and other plants planted, or to be planted, in public streets, parks and public places of the Village, and shall have authority to plant, prune, spray, remove and otherwise maintain such trees, shrubs and plants within the confines of the Village in such manner as not to interfere with the public travel, peace, health and safety.
