(a) No individual, firm, corporation, partnership or other association shall haul, transport or otherwise remove garbage, trash, refuse and debris, originating on the premises of single residences within the Village, other than their own, without first having complied with provisions of this chapter.
(b) Type of Vehicles Required. Prior to the issuance of a license, the applicant shall submit to the Manager evidence that he is the owner of not less than two packer-type hauling vehicles which can be made available if needed, for removing garbage from the premises within the limits of the Village.
(c) Penalty for Late Payments. The licensee, upon giving advance notice thereof to the resident in question, may charge a penalty not to exceed ten percent (10%) of the amount billed on accounts which remain unpaid for more than thirty days from the due date.
