(a) The maximum rate for the collection and disposal of bulk solid wastes and solid wastes in the Village for residential customers shall be established by Council.
(b) Any licensee of the Village engaged to collect and dispose of bulk solid wastes and solid wastes within the Village shall collect the same at least one time per week notwithstanding interference by acts of God.
(c) No refuse collection shall take place before 6:00 a.m.
