(a) The Village shall designate a company or firm as the exclusive franchisee or licensee to collect, remove or transfer residential garbage within the Village.
(b) No provision of this chapter shall be construed to give any franchisee or licensee the exclusive right to collect commercial garbage within the limits of the Village. No person, firm or corporation other than the Village or its authorized agent shall collect, remove or transport commercial garbage within the Village. The Village will not assist in obtaining commercial customers for the franchisee or licensee or aid in making the collection for such service.
