Deduct meters shall be allowed for use within the Village provided the following requirements are met:
(a) All deduct meters shall be permanently installed and used for that location only;
(b) Water customer shall install and maintain an approved backflow prevention device to protect the public water supply;
(c) Water customer shall install and maintain deduct meter;
(d) Backflow prevention device shall be annually inspected by a state certified inspector, the cost of which shall be paid by the customer;
(e) Installation of deduct meter and backflow prevention device shall be inspected annually by the Department of Utilities;
(f) Deduct meter shall be purchased from the Department of Utilities at the current cost plus ten percent (10%);
(g) Deduct meter shall be installed to meter water that will not enter into the sanitary sewer system;
(h) Deduct meter shall be read at the same time as the primary water meter serving that location and customer will receive a sewer credit based on the deduct meter reading on the regular monthly billing for water and sewage usage;
(i) Customer shall be charged an annual fee, as established by the Manager, for the inspection, reading and calculation of sewer credit of the deduct meter;
(j) Department of Utilities personnel shall have access to the deduct meter for the purpose of inspection at all reasonable times; and
(k) The Manager may disallow the use of the deduct meter if any of the above requirements are violated or if misuse or improper use is detected.
